I am able to download 2.46 GB and it creates an unusable file "Garmin_RMU_CNEUNT2009(something else) and a small window stating "The Server has returned an ERROR" and that is as far as I can go... The download has already been charged to my visa account.

It's fast, it's free and you can pause, restart and resume downloads.
To avoid it, in the window "About the Download manager", click on "Click here" to download the file WITHOUT the download manager. I do not like to use any download manager as they are usualy loaded with spamware. Some, but not much satisfaction that I am not the only one having this problem. But about 2-3 minutes into the "launch" I got the message "launch failed" "File corrupt".Garmin Support have suggested 1) get the latest framework 2) use Firefox 3) disable firewall 4) disable antivirus 5) don't use wireless connection. What little advice I've received from Garmin has tried to point the 'blame' at the PC/Internet Explorer/ADSL Connection/un named settings.I have done all of these with no success, still waiting for Garmin Support to contact me again so I was wondering if anyone has any suggestions about what might be wrong and perhaps how to fix it.
